Virgina requires 180 school days per year- although they don't do much to enforce that law. So, we end up with a lot of 14-15-year-old dropouts and many illiterate adults. Who then raise children who also don't care getting a good education.

It's a vicious cycle that, somehow, needs to be broken. And Reagan doing away with Civics education only made the bad worse.
