Unless I'm mistaken, that was also an issue in the downfall of the Roman Empire. A rule was adopted that allowed a single Senator to block the Senate from operating, without any requirement to explain his objection to a vote. A single Senator could gridlock the entire process, whether for personal gain or 'revenge' against a fellow Senator, in effect, giving control of the entire government, and by extension, the Empire, to a single man. And our Senate has adopted the same one-man-rules all system of governance. Or, should I say non-governance? Further evidence that those who ignore history are doomed to repeat it.
