I wonder if a list of the locations of Russian oligarch's homes and "hideouts" and bunkers and Putin's own "hideouts" and bunkers was sent to said oligarchs wouldn't that slow any of them from using the nuclear option? Knowing that the West and NATO can and will strike every location you have to hide in should put the fear of personal death into their decision making.
