 was he merely asserting his own personal theologic…to ascertain for sure his motivation; was he merely asserting his own personal theological beliefs? It is reasonable to ask, who was actually in charge of Christianity at this time, the Church or the State?

I think that is reasonable to ask but would add that the State tried to control the Church, only to have it 'backfire' on them- the Christian Church gained control of the State.
