I don't know that answer either but from all the reading, studying, and reading again (the 'rinse, wash, repeat cycle~) what I've come to believe is that Jesus merely taught love, of God first, love your neighbor as you love God, with no conditions placed on that love. Not loving your neighbor or making your love conditional means it isn't love at all.
