Bipartisan solutions? With the current Republican leadership? I hate to be the bearer of bad news but it won't happen. Far too much fossil fuel money flowing like oil into the pockets of politicians. Subsidies to the fossil fuel industry are at the level of, or higher, than the Pentagon's already bloated budget which, in itself, exceeds the funding of the next 6 largest militaries in the world. And the oil industry (shorthand for fossil fuel industry) does not want to lose that taxpayer money because they couldn't survive without it.

And if a business or entire industry can't survive without massive subsidies after all these decades then becoming more efficient or, as so many small businesses do, go out of business.

Just a few years worth of those subsidies, if invested in clean, sustainable energy and we'd all be better off. As would the climate.
