Along with the scientific fact that no force increases without additional force being applied. Throw a pebble into a pond and the ripples grow wider as they spread, but shallower. Unless I'm mistaken (something I've often been), then that falls under the Conservation of Energy Law. A small initial effect, though, never truly disappears, it merely weakens. It's still there, somewhere far in the background but has little effect when it becomes too diluted by other forces. The effect caused by the pebble is still there, meaning it has some effect on everything in the universe. An extremely small, probably immeasurable, effect, but an effect none the less. That effect just didn't increase over time and distance, nor did it disappear entirely.
